Coffee County commissioners approve GMASS amendment, personnel-policy revisions and routine contracts

Coffee County’s Board of Commissioners on June 3 approved a series of administrative and procurement actions, including an amendment to its property reassessment contract with GMASS that adds a "walk around" inspection for certain parcels and several routine purchases and transfers.
County Administrator Wesley Vickers told commissioners that GMASS, which is conducting countywide real-property reassessments, requested an amendment to add targeted on-site "walk around" inspections to improve assessment accuracy. "This would be an additional $15.00 per parcel for properties that need a 'walk around' up to a maximum of $40,000.00," Vickers said. The Tax Assessors Board recommended the change and Vickers asked the board to authorize the chairman to sign the amendment; the motion carried unanimously.
The board also approved transferring two small county-owned parcels (Parcel #0127046 and Parcel #N004037) to the Douglas-Coffee County Land Bank Authority. Vickers said the parcels carry little value and that the transfer supports an existing partnership with the Land Bank; County Attorney Tony Rowell confirmed the transfer was acceptable.
Commissioners approved revisions to the county personnel policy that, according to Rowell, clarify which positions the policy covers, reaffirm employees’ right to grievance, and recognize certain personal staff roles. Rowell said the changes also revise Section 4.301 so that incumbents who are not seeking reelection will not be required to resign their county employment. The motion to adopt the changes passed unanimously.
Other routine approvals included:
- A $12,135 Engineering Services Agreement with Statewide Engineering for the 2025 LMIG project on Matt’s Way, approved on Vickers’ recommendation.
- Awarding the purchase of 500 motor grader blades to low bidder Yancey Bros. for $30,700 (Dobbs Equipment bid $31,750).
- Declaring surplus equipment, including a 2004 Mack CV 713 (VIN 1M2AG11C94M011152) to be offered through GovDeals and donating a 2009 Ford Crown Victoria (VIN 3316) to the Coffee County Board of Education.
- Approving an Agreement for Technical Assistance with the Southern Georgia Regional Commission to help prepare a 50% bulletproof-vest reimbursement grant application.
Each motion passed unanimously. The meeting opened with an invocation and pledge, included routine announcements about courthouse closures for Juneteenth and Independence Day and upcoming runoff and early-voting dates, and adjourned at 10:07 a.m.
