Coffee County to apply for FY2025 CDBG funds for street paving and hire Southern Georgia Regional Commission to administer grant

At its March 3, 2025 meeting, the Coffee County Board of Commissioners voted unanimously to submit an application for FY2025 Community Development Block Grant (CDBG) funding to support street paving projects, including proposed work on Second Avenue.
County Administrator Wesley Vickers presented the proposed application and asked the board to consider a conflict-of-interest check. County Attorney Tony Rowell asked whether any commissioner, family member or business interest stood to gain financially; no conflicts were declared. Commissioner Jimmy Kitchens moved to approve the resolution to submit the FY2025 CDBG application; Commissioner AJ Dovers seconded, and the vote was unanimous among the four members present.
The commission also authorized an Agreement for Professional Administration Services with the Southern Georgia Regional Commission to write and administer the application and, if awarded, oversee the project. Vickers stated the administration fee is $60,000 and "will be paid out of grant funds." Commissioner AJ Dovers moved to approve the agreement; Commissioner Ted O’Steen seconded and the board approved the contract authorization unanimously. The agreement’s execution and payment are contingent on grant award and subsequent contract steps.
The board gave staff direction to submit the application and to proceed with contracting for grant administration should the CDBG award be granted. There were no public comments on the application during the meeting.
