Coffee County commissioners unanimously approved a slate of procurement and contract items at their April 7, 2025 regular meeting in the Commissioners Meeting Room.
County Administrator Wesley Vickers recommended the purchase of road equipment and reported the bids received for a backhoe and a loader. The board approved buying a Yancey CAT 430 backhoe for $145,156.00 and a 2023 SANY SW405K loader from Perry Brothers for a net price of $130,000.00 after rental credit. Commissioner Jimmy Kitchens moved to approve the purchases and Commissioner Ted O’Steen seconded; all commissioners voted yes.
The board also declared several Road Department items surplus for sale on GovDeals, including a JD 7130 tractor with Alamo mower and a Land Pride mower. Commissioner AJ Dovers moved to surplus the listed equipment; Vice Chairman Oscar Paulk seconded and the motion carried unanimously.
Vickers presented an Independent Contractor Agreement with Henry Medders to perform mobile-home and meter-base inspections in Coffee County at rates of $90 per mobile-home inspection, $45 for a necessary follow-up mobile-home inspection, and $50 per meter-base inspection; mileage reimbursement will be $0.40 per mile upon submission of proper paperwork. Vice Chairman Paulk moved to approve the agreement and Commissioner Dovers seconded; the board approved the contract unanimously.
For the county's LMIG (Local Maintenance & Improvement Grant) resurfacing project (SWE#24-3535), the board approved an engineering services agreement with Statewide Engineering and awarded the FY2025 resurfacing work to the low bidder, East Coast Asphalt, LLC, for $1,673,523.05. Commissioner Jimmy Kitchens moved to award the contract and Commissioner Ted O'Steen seconded; the motion passed on a unanimous vote.
County Attorney Tony Rowell advised the board that an application for a beer-and-wine license for Kartik Patel, doing business as Quick Change of Baymeadows at 3975 Hwy 158 West, was in order. Commissioner AJ Dovers moved to approve the license and Vice Chairman Paulk seconded; all commissioners agreed.
The annual brush-spraying contract with Bristow, LLC at $125.00 per acre, not to exceed $40,000.00, was approved by unanimous vote after a motion by Commissioner Dovers and second by Vice Chairman Paulk.
On a public-safety procurement, Vickers presented bids for 40 sets of turnout gear and helmets. The board approved purchasing 40 sets of turnout gear from AEST Fire & Safety for $147,070.00 and 40 helmets from Bennet Fire Products for $15,940.00; the purchases will be funded from SPLOST VII. Commissioner Jimmy Kitchens moved to approve the recommended purchases and Commissioner Ted O'Steen seconded; the board voted unanimously.
