Pierce County commissioners approve subdivision, renew employee insurance, authorize liability payment and award courthouse roof contract

Pierce County commissioners met June 10, 2025, in Blackshear and approved a series of routine county business, including a subdivision plan, an employee insurance renewal, a liability-insurance payment and a courthouse roof contract.
Chairman Neal Bennett called the called meeting to order at 6:00 p.m. and the board formally acted on items that had been the subject of a public hearing earlier that evening. Commissioner David Lowman moved to approve subdivision plans for parcel #023-079 off Ware Street, owned by Grey Jax Investments; Commissioner Randy Dixon seconded the motion, which the board carried. During the public hearing, Mr. Clay Thomas spoke in favor of the subdivision plans, saying he supports growth in Pierce County.
Commissioners also voted to renew employee health insurance coverage with Anthem for the policy year July 1, 2025–June 30, 2026. Commissioner Randy Dixon introduced the motion to retain Anthem; Commissioner Troy Mattox seconded, and the motion carried. The board did not record a roll-call vote in the meeting minutes provided.
On insurance for county liability, the board approved a one-time annual payment of $356,282.00 to the Association County Commissioners of Georgia (ACCG) to continue liability insurance. Commissioner Randy Dixon moved the payment; Commissioner David Lowman seconded and the motion carried.
Facilities Director Chris Bond presented three bids to replace the courthouse roof and recommended Howell Roofing at $58,165.00 as the lowest responsible bidder. The board approved the recommendation after Commissioner David Lowman moved and Commissioner Troy Mattox seconded; the motion carried.
The meeting record shows Commissioner Graham Raley (District 2) was not in attendance. County Manager Raphel Maddox, County Attorney Adam Craft and County Clerk Donna Golding were listed as staff in attendance. Chairman Bennett adjourned the meeting at 6:15 p.m.
