Pierce County manager reports revenues on target but expenditures running ahead of expected pace

At the Sept. 2 meeting, County Manager Raphel Maddox presented the August 2025 county manager's report, which showed general fund revenue through July 31 of $10,980,204.32 (71.32% of the annual budget) and expenditures described as "not on budget" through July 2025, with the current budget stated as 71.27% versus an expected 58.33% pace.
Maddox also summarized departmental activity: Pierce County Fire Department recorded 52 calls in August (505 year-to-date); Pierce County EMS had 277 calls in August (1,842 YTD) with August collections of $65,684.48 (YTD collections $502,668.71); E911 logged 1,864 inbound calls in August (15,682 YTD). The report noted FEMA/GEMA reimbursements and debris project obligations with some amounts received and other obligations still outstanding.
Planning & Codes reported $9,178.02 in fees for August, seven new home permits and thirty inspections. Facilities reported courthouse remediation work for Ansul dust completed and ongoing reconstruction, removal of electronic people counters from the library and repaired flooring.
The county manager's report provided operational and fiscal snapshots but did not include recommended policy changes or specific corrective actions for the higher-than-expected expenditure pace in the meeting minutes.
