Pierce County nominates four streets for 2026 CDBG funding; resident voices opposition to proposed bypass

The Pierce County Board of Commissioners on Dec. 2, 2025, approved four roads—Red Oak Loop, Satilla Circle, Apple Road and Kate Lane—as recommended candidate areas for the county’s 2026 Community Development Block Grant (CDBG) application. Commissioner David Lowman moved to approve the list; Commissioner Graham Raley seconded and the motion carried.
County Manager Raphel Maddox recommended Red Oak Loop and Satilla Circle as the highest-priority candidates, telling the board that buses have the most difficulty navigating those roads. Chairman Neal Bennett emphasized that the final selection depends on the amount of CDBG funding the county receives; he said one of the roads listed will be chosen based on the award.
During public comments Blake Edwards of 1378 Chance Rd. told the board he opposed the possibility of a bypass/perimeter road that could run through Pierce, Ware and Brantley counties and said he would attend future meetings to voice his opposition. A separate public comment item from Susan Johnson concerning a manufactured home at 1103 Lakeview Dr. was listed in the public-comment docket but Ms. Johnson was not present at the meeting.
The commission’s action placed the four roads on the county’s recommended list; the record shows the final project selection will be decided once the county knows the CDBG award amount.
