Pierce County approves FY2026 MOU with Action Pact to operate Senior Center, commits $5,070.56 monthly

The Pierce County Board of Commissioners approved an FY2026 Memorandum of Understanding (MOU) with Action Pact, Inc. on Dec. 2, 2025, transferring administrative and operational management of the Pierce County Senior Citizens Center to Action Pact. Commissioner Randy Dixon moved to approve the MOU; Commissioner Graham Raley seconded and the motion carried.
Under the MOU, Action Pact will assume responsibility for wages and benefits for senior center staff (a full-time Senior Center Manager at 37.5 hours per week and other staff with specified hours), indirect administrative expenses, routine facility and equipment maintenance, insurance covering Action Pact staff and clients, telephone and internet service, staff training and travel reimbursement, computer equipment, fuel and a vehicle for meal delivery, office and kitchen supplies, and related operating expenses. Pierce County will remain responsible for the facility and major repairs, utilities excluding phone and internet, facility insurance (except contents), and janitorial services.
Financial terms recorded in the MOU require Pierce County to remit $5,070.56 per month to Action Pact, described in the document as the prorated portion of an annual cost of $60,846.72. The MOU term begins Jan. 1, 2026, and runs through Dec. 31, 2026; it automatically renews for the same term and amount until either party terminates in writing with at least 30 days' notice. Either party may terminate for its best interest with 30 days' written notice; Pierce County’s liability is limited to payment for services rendered before the effective date of termination.
