Proposal to move Jasper County elections office to new multipurpose building raises annexation questions

Guy Tucker presented a plan on Jan. 23 to relocate Jasper County’s Elections and Registration offices to roughly 2,200 square feet inside a proposed multipurpose building, saying the move would free more than 1,900 square feet in the courthouse and alleviate current ADA shortcomings, including limited handicap parking.
Tucker told commissioners that about 40% of the county’s voters currently vote early at the courthouse and that parking and circulation become tight during large elections. He said the new facility could centralize functions and, if desired later, serve as a consolidated early‑voting site, though the county has no current plan to consolidate precincts.
Tucker cautioned that state law presents a constraint. He said GA Elections Code 212215B requires the registrar for a county to be located in the county seat; because the proposed multipurpose facility lies outside the county seat, Tucker said the property would likely need to be annexed to comply. Commissioners debated whether the statutory requirement means the office must be staffed in the courthouse; Commissioner Steven Ledford noted the sheriff maintains an unmanned courthouse office and suggested the legal interpretation merits further review.
Commissioners discussed practical issues as well: storing and regularly monitoring election equipment if it remains off‑site, whether annexation of parcels adjacent to Monticello would be required, and the costs and logistics of running simultaneous locations. No formal decision was made; staff will pursue clarification about legal requirements and return with options.
The board did not vote on relocation at the Jan. 23 work session.
