Election Supervisor Ethan Compton told the board that the alert came through a new information-sharing agreement between the Georgia and Florida Secretaries of State. Supervisor Compton said the voter (listed in the record as 10801459, Douglas Ray Harris) first appeared on Irwin County rolls via automatic Department of Driver Services registration in 2016, had a precinct card returned as undeliverable and was moved to inactive status, and was later returned to active status manually in December 2019 because a final inactivity notice had been improperly processed by a former clerk. Compton stated that, under existing federal procedures, the Irwin County registration should have been moved to canceled status in January 2020.
Given the voter is actively registered in Hillsborough County, Florida, the board recommended removing the Irwin County registration, which the board characterized as never used, to prevent the voter from facing potential investigations or double-registration issues in either state. The motion to sustain the challenge and remove the Irwin County registration carried 2-0.
