Irwin County elections board approves minutes and finalizes November voting procedures

Election Supervisor Ethan Compton said poll workers have been trained and absentee‑by‑mail ballots issued, and reported minor hurricane damage to a window at the Irwinville Community Center that has been boarded; he said, "Everything remains on schedule." Compton reviewed deadlines for poll‑watcher designation — Oct. 29 for party notification of watchers and Nov. 2 for the election‑day designation letter — and said neither party had submitted letters for Absentee‑by‑Mail in‑person voting.
The board heard the early voting schedule: Oct. 15–Nov. 1, Monday–Saturday, 8 a.m. to 5 p.m. On Election Day Nov. 5 board members must be in the elections office by 5 p.m.; at that time the Early Voting scanner will be closed and its results sealed and uploaded into the Election Management Server but withheld from public view until 7 p.m. Compton said early‑voting ballots will be counted into stacks of 50, with each member confirming each batch per State Elections Board rules. Absentee ballots will be processed into stacks of 25 after verification of oath envelopes; ballots needing adjudication or duplication will be handled after processing and then scanned so results are reported when polls close.
Compton noted a new state law requires Early Voting and Absentee‑by‑Mail ballots (except unreturned UOCAVA and uncured provisional ballots) to be counted and fully reported before 8 p.m. on Election Day. He also outlined the planned sequence of election‑night postings: processed early voting and some absentee results at about 7:00 p.m.; additional processed absentee and Ocilla precinct results shortly after, around 7:05–7:10 p.m.; and remaining absentee and Irwinville results between about 7:15 and 7:45 p.m. A single finalized upload to the state will follow certification and include any cured provisional ballots and UOCAVA ballots that arrive before 5 p.m. on Nov. 8, as required by federal law.
Representative Patricia Thurman asked about the State Election Board’s Ballot Count Rule; Compton said the rule is currently being challenged in court but advised the board to prepare to comply. Chairman Waymond Harris asked whether the 2020 replacement of the board’s Democratic representative by a party‑provided representative could recur; Compton said he had limited knowledge of that event, suggested it related to the Democratic Party’s prior recognition status in 2020, said that is no longer the case and that he "knows of no rule or law that would permit this to happen again," adding he had had no communication with the Georgia Democratic Party on the matter.
The board approved the meeting minutes on a 3‑0 vote and adjourned 3‑0 at 5:13 p.m. It scheduled a joint review of Ballot Recap and Scanner Recap forms at 3:00 p.m. on Friday, Nov. 8, followed by a 5:15 p.m. meeting that same day to certify the Nov. 5 returns.
