Fayette County awards $1.05M CMAR contract for Kiwanis Park multi-use building

The Fayette County Board of Commissioners voted Feb. 13 to award Contract #2506-P in the amount of $1,047,500 to MEJA Construction to serve as Construction Manager at Risk (CMAR) for a Multi-Use Recreational Building at Kiwanis Park.
Tim Symonds, the county project manager, said the county received eight qualifying proposals and evaluated submissions on technical merit and price under a best-value procurement (70 percent technical, 30 percent cost). Symonds said Reeves Young scored highest on technical merit but had a larger overhead and higher price; MEJA scored highest after the combined technical and financial evaluation and brought recent Fayette County project experience (including a project delivered $1 million under budget), which factored into the recommendation.
Commissioner Eric K. Maxwell voiced concerns about the scoring and suggested questions about fairness in the evaluation process. Vice Chairman Edward Gibbons defended the process as a standard best-value evaluation and noted five separate evaluators handled scoring. "The scores were combined to reach the best-value recommendation," Gibbons said. The motion to award MEJA Construction the CMAR contract was moved by Vice Chairman Gibbons, seconded by Commissioner Charles W. Oddo, and passed 5-0.
Next steps: MEJA, as CMAR, will participate in design development and produce a Guaranteed Maximum Price (GMP) for the Board’s later consideration and approval.
