Fayette County commissioners approve routine consent items; residents urge citizen academy and HR policy review

The Fayette County Board of Commissioners approved a consent agenda March 13 that included several tax refund dispositions, intergovernmental agreements authorizing the county Board of Elections to serve as superintendent for municipal elections in multiple jurisdictions in 2025, a sewer easement request from the City of Fayetteville and acknowledgment of the Sheriff's planned vehicle liquidation.
During the public-comment period, Elaine Kilgore urged the board to establish a citizen informational or "101 Class" modeled on Tyrone's program so residents can better understand county operations and elected officials; she also asked the Board to look into initiating a recycling program. "This program would help familiarize the public with the on-goings and business functions of local government and elected officials," Kilgore said.
Lynn Lasher raised concerns about the county's human resources leave-of-absence policy, saying prolonged absences in one department had left it functioning insufficiently and asking the Board to evaluate the policy.
County Administrator Steve Rapson told the Board that Commissioner Charles D. Rousseau had requested development of a "Citizen Academy" and that a draft format would be presented at the Board's annual retreat in May. Rapson also reported the county Transfer Station was back in operation as of March 13.
Vice Chairman Edward Gibbons praised Fire Chief Jeff Hill and his team after the annual fire report, and Commissioner Rousseau thanked library services for the Meals on Wheels partnership that extends reading to homebound residents. Chairman Lee Hearn highlighted an Atlanta Regional Commission youth leadership program and noted an upcoming Regional Assembly for elected officials in June.
The Consent Agenda was approved after a motion by Commissioner Charles W. Oddo and a second from Vice Chairman Edward Gibbons; the motion passed 5-0. The Board recessed for an executive session at 5:24 p.m. for real estate acquisition and to review prior Executive Session minutes, returned at 5:46 p.m., approved the Executive Session affidavit and minutes, and adjourned at 5:46 p.m.
