Fayette County approves water supply agreement with Fairburn, with up to $2.5M from city for storage tank

The Fayette County Board of Commissioners unanimously approved an intergovernmental agreement March 13 to supply potable water to the City of Fairburn, including a City contribution of up to $2,500,000 toward construction of a one-million-gallon elevated storage tank.
Water System Director Vanessa Tigert told the Board the elevated tank "was needed to fulfill the request" after Fairburn approached the county seeking 1.5 million gallons per day for a minimum five-year period. Chairman Lee Hearn said county property is available to site the tank.
County Administrator Steve Rapson said the arrangement would generate about $1.74 million in annual revenue and that the county would place those funds into the five-year capital improvement program rather than operations. Rapson added that the funding plan included $2.5 million from the City of Fairburn and $2 million from the Development Authority, covering a significant portion of the project cost and leaving the Fayette County Water System to address any shortfall.
Commissioner Charles W. Oddo moved approval; Vice Chairman Edward Gibbons seconded. The motion passed 5-0.
The agreement includes a clause, noted during discussion, allowing Fayette County Water System discretion to decline to sell water if conditions warrant. The Board did not debate specific construction timelines or a detailed revenue-sharing schedule during the meeting; staff will proceed with implementation steps under the Water System's authority and bring further particulars as required.
The vote follows prior county intergovernmental water agreements, including a 2022 wholesale arrangement with Coweta County, and was presented as a revenue-generating capital project tied to development authority participation.
