Fayette County accepts $1.189M in state road funds, approves QTS traffic signal agreement and $145,048 bid

Fayette County commissioners on May 8 approved a package of transportation actions: acceptance of $1,188,974.20 in Local Road Assistance (LRA) funds from the Georgia Department of Transportation, authorization to sign the related application, approval of an agreement with QTS Fayetteville I LLC for a traffic signal and guardrail at the QTS driveway on Tyrone Road, and award of Bid #2567‑B to NGT Group LLC for $145,047.59.
Public Works Director Phil Mallon said the county prepared a project list eligible for the LRA funds focused on pavement maintenance methods — resurfacing, milling, patching, micro‑surfacing and striping — and identified Tyrone Road as a target project. The funds require no local match and must be submitted to GDOT by June 15, 2025. Mallon said the county aims to start work this summer and will coordinate with ongoing construction in the area.
Commissioner Eric K. Maxwell expressed concern about starting work on Tyrone Road while nearby QTS construction is ongoing; Mallon replied that waiting 5–6 years for QTS to finish was not viable and staff would coordinate schedules to minimize disruption.
The Board approved the LRA project list and acceptance of funds (motion: Commissioner Charles W. Oddo; second: Edward Gibbons), then approved an agreement with QTS that allows QTS to reimburse the County for construction costs and includes an operational monitoring and sunset provision. That agreement passed 4‑1, with Commissioner Charles D. Rousseau voting in opposition.
Finally, the Board awarded Bid #2567‑B to NGT Group LLC for $145,047.59 to install the signal, supporting equipment and guardrail at QTS's Tyrone Road driveway. Vice Chairman Edward Gibbons moved the bid award; Commissioner Charles W. Oddo seconded and the motion passed 5‑0.
County staff said the work will be overseen by the county because it is in county right‑of‑way, and the county will administer the construction contract while QTS reimburses the eligible costs.
