Fayette County reallocates $76,390.85 in SPLOST funds, approves multiple road and utility contracts

The Fayette County Board of Commissioners on July 24 approved a package of spending and procurement actions intended to advance local road and utility work and position the county for federal grant opportunities.
Public Works Director Phil Mallon asked the board to reallocate $76,390.85 from 2017 SPLOST #17TAG (Intersection Safety Improvements) to SPLOST #25TAB to complete the concept-phase design for the Sandy Creek Road and Ellison Road intersection with two alternatives. Mallon said completing the concept work now "would put the County in a good position" to apply for competitive federal grants if funding becomes available. Vice Chairman Edward Gibbons moved to approve the reallocation; Commissioner Charles W. Oddo seconded and the motion passed 4-0 (Commissioner Eric K. Maxwell absent).
The board also approved Contract 2563-B, the annual on-call contract for water distribution and stormwater infrastructure, awarding the work to the low responsive bidder Shockley Plumbing; the contract will use not-to-exceed or fixed prices established for individual projects as assigned. Water System Director Vanessa Tigert presented the item and the board approved the award on a 4-0 vote.
For road work, the board awarded Bid #2596-B (Annual Asphalt Contract) to C.W. Matthews Inc. in a not-to-exceed amount of $395,643.33 for the FY2026 paving season. Mallon said the asphalt contract identifies vendors and pricing for various mixes used during the season; Commissioner Oddo moved approval and Vice Chairman Gibbons seconded.
The board also approved an updated intergovernmental agreement with the Town of Brooks to resurface Morgan Mill Road. County Attorney Dennis Davenport told commissioners that earlier language conflict in the agreement had been removed and the revised document allows the county to provide labor and equipment at no cost to the town; the chairman was authorized to execute the agreement.
Administrators listed a series of routine contract renewals and procurement items for county operations; those items were provided as reports to the board. The actions taken July 24 are intended to keep ongoing infrastructure and maintenance work on schedule and to position Fayette County competitively for outside grant funding where feasible.
The board recessed to executive session later in the meeting and returned to approve the related executive-session minutes and affidavit before adjourning.
