Autauga County Commission allocates $2.98 million in ARPA funds for jail improvements

The Autauga County Commission voted Dec. 17 to allocate a combined $2,983,470.48 of American Rescue Plan Act (ARPA) funds toward capital improvements at the Autauga County Jail. The funding was authorized in Resolution No. 2025-8 and tied to a contract the county signed Nov. 20, 2024 with Matthes Parker, LLC for $15,596,000 to complete the work.
Under the resolution, the county will use $2,516,502.00 from unobligated ARPA revenue-replacement funds and $466,968.48 from unobligated ARPA enumerated-uses funds to cover capital improvements at the jail. The resolution directs the ARPA program director to ensure expenditures comply with U.S. Department of the Treasury guidance and the county’s obligation and expenditure deadlines (obligate by Dec. 31, 2024 and expend by Dec. 31, 2026).
Commissioner Rusty Jacksland moved to approve the resolution; Commissioner Terry Tanner seconded and the motion passed unanimously. County documents attached to the motion state the county elected a standard allowance of $10,000,000 as ARPA revenue replacement and that the remaining unobligated balances will be applied as authorized in the resolution.
The measure includes express findings that the jail improvements both “facilitate the delivery of government services” and “address the negative public health impacts of the COVID-19 pandemic,” language the county used to justify use of ARPA revenue-replacement and enumerated-uses funds. The resolution also conditions expenditures on continued appropriation and availability of ARPA funds and compliance with federal guidance.
The commission set no additional detail on the scope of the jail project in the motion beyond its contract value and funding sources. The county’s contract award date (Nov. 20, 2024) and the contractor name Matthes Parker, LLC were stated in the meeting record. The commission adjourned the meeting at 5:40 p.m. and will reconvene Jan. 7, 2025.
