Autauga County adopts $28.3 million FY2025 budget with 2% COLA and one-time employee supplements

The Autauga County Commission unanimously approved Resolution No. 2024-32 on Sept. 17, adopting a $28,309,733.70 operating budget for the fiscal year Oct. 1, 2024–Sept. 30, 2025. The motion to adopt the budget was made by Commissioner Rusty Jacksland and seconded by Commissioner John L. Thrailkill and carried by unanimous vote.
The resolution sets a 2.0% cost-of-living adjustment for eligible county employees and elected officials, effective with the April 4, 2025 paycheck, and allows step or merit increases within departmental budgets per county policy. The commission also approved a one-time supplemental payment to be disbursed in November 2024: $250 for employees with one year or less of service as of the payout date; $750 for employees with more than one year up to 10 years; and $1,750 for employees with more than 10 years. The same $1,750 one-time supplemental payment is specified for eligible elected officials, per the language referencing Alabama Code 11-2A-1 et seq. (Omnibus Pay Act).
The resolution directs that capital expenditures require commission approval and authorizes necessary transfers among specified county funds, including the General Fund, Road and Bridge Fund, County Government Capital Improvement Fund, Mineral Severance Fund and RRR Gasoline Fund. The adopted budget also reflects planned use of allocated American Rescue Plan Act funds as included in the county’s expenditures.
As part of the FY2025 package, the commission approved a list of appropriations totaling $485,062 to local organizations and services. Notable allocations in the list include $105,000 for Prattville/Autauga Humane Society; $57,500 for E-911; $45,000 for Carastar–Montgomery Area Mental Health; $40,000 for Autauga County Sewer Authority; and smaller appropriations to food pantries, senior programs and local nonprofits. The commission documents that Heart of Alabama Food Bank provided approximately 620,000 meals to county residents in the prior year, and the budget language cites ongoing support for local food programs.
Commission Chairman Jay Thompson said the budget sets compensation and benefits within legal and policy limits and maintains departmental discretion over salary placement. The commission approved the resolution by roll call of present members: Thompson, Jacksland, Thrailkill, Tatum and Stoudemire.
The commission will reconvene Oct. 1, 2024, to continue its regular meeting schedule.
