Union County commissioners approve appointments, accept Board of Equalization valuation stipulations

The Union County Board of Commissioners met April 22, 2025, at the courthouse in Elk Point and approved the meeting agenda and the minutes from the April 15 session. Commissioners present were Dailey, Joffer, Kimmel, Ballard and Ustad.
The board made several appointments during the regular session. Commissioner Ballard was appointed to the Courthouse Security Committee, and Commissioner Ballard and Assistant Highway Superintendent Noteboom were named to the Sick Leave Bank Committee. The board appointed Nich Weiseler to the Fair Board and Casey Winquist to the Weed Board.
The commissioners then adjourned the regular session at 9:05 a.m. to convene as the Board of Equalization for property appeal hearings. The board accepted signed stipulations and assessor recommendations on several appeals: Tasha Hunke and Dustin Delaney agreed to a revised house value of $603,210 and retained a land value of $168,679 for a total assessed value of $771,889; the board accepted the assessor’s recommendation to leave Terry Christensen’s property at 201 Dakota St., Alcester, unchanged at a building value of $273,581 and land value of $7,295 (total $280,876); Premier Bank’s stipulation changed the building value to $684,945 with land at $18,044 (total $702,989); and David Brown’s stipulation set the house value at $389,542 with land at $58,370 (total $447,912). Each stipulation or recommendation was approved by motion of the board.
The county assessor presented the Union County Exempt Report. Key figures shown in the report included total assessed value of $32,724,335, taxable value of $14,025,624 and exempt value of $18,719,795 across exemption categories; veteran exemptions accounted for $13,152,665 exempt assessed value; elderly and disability freeze exemptions accounted for $4,713,706 exempt value; and renewable energy exemptions accounted for $303,583 exempt value. The board approved the exempt report as presented.
While adjourning the Board of Equalization at 9:46 a.m., commissioners approved multiple abatements. The board approved veteran abatements (2025-068 for $705.36 and 2025-071 for $2,374.40), an elderly abatement (2025-070 for $1,916.76) and four flood-related abatements (2025-069 for $116.20; 2025-072 for $1,614.52; 2025-073 for $193.12; and 2025-074 for $714.98). The meeting was then adjourned at 9:52 a.m.; the board set its next regular meeting for April 29, 2025. Auditor Katie Winquist attested to the minutes and Chairman Kevin Joffer signed the record.
The session’s actions consisted of routine procedural approvals, committee appointments and Board of Equalization decisions that adjust assessed values for specific parcels and authorize targeted abatements. No contested vote tallies or roll-call vote counts were recorded in the minutes; each motion is recorded as "carried."
