Union County commissioners approve personnel changes, highway easements and audited claims

The Union County Board of Commissioners on April 29 approved a series of routine but consequential administrative actions including personnel moves, road easements and the county’s audited claims and payroll.
Commissioner Ustad moved to approve the agenda with the addition of Veterans Service Office interviews; Commissioner Dailey seconded the motion and it carried. Commissioners then approved the minutes from the prior meeting (motion by Ballard, seconded by Kimmel). The board approved a Weed & Pest agreement with the South Dakota Weed & Pest Control Commission (motion by Kimmel, seconded by Dailey).
On personnel, the board approved raising Don Offerdahl’s pay from a regular labor wage of $18.60 to a foreman rate of $20.85 (motion by Ballard, seconded by Dailey). The commission also authorized the Assessor to use overtime hours as needed to complete a conversion to the new Vanguard program after the Assessor advised that staff would require extra time for the transition (motion by Dailey, seconded by Kimmel). Commissioners approved hiring Easton Buum as summer help beginning June 2 at $18 per hour and hiring Larry Clark as seasonal help beginning May 5 at $20.50 per hour. The board also approved hiring Kim Johnson as Deputy Treasurer starting May 5 at $21.30 per hour.
Highway business included approval of two voluntary right-of-way donations. The board accepted a perpetual easement and a temporary easement from the Susan & Lauren Lind Revocable Trust for property described as NW ¼ of Sec. 21-T95N-R49W (structure 64-080-034, one mile west of Alcester). The board also accepted a temporary easement from Mark & Linday Lyons Trandahl affecting part of Section 20-T95N-R49W. Commissioners approved declaring a 1972 Jetter Truck surplus and accepted bids to sell a 2019 Dodge Ram ($3,350) and a 2020 Dodge Ram ($6,000).
The board approved a work order to allow Ulteig to perform county-wide bridge inspections; the minutes describe the consultant services covering inspections for 20% of the cost (motion by Ustad, seconded by Dailey). A joint powers financial and maintenance agreement with Sioux Valley Township was tabled.
Commissioners audited and approved a long list of claims, payroll and vendor payments, including CH payroll for 4/30/2025 ($172,872.11) and BW payroll for 5/2/2025 ($108,476.35). The minutes include an itemized claims list for departments and vendors; the board moved to approve those audited claims.
Sheriff Prouty updated the board about the Bike Rodeo scheduled for May 3 in Elk Point and reported the County Highway Department completed work on a firearms range intended for law-enforcement use only. The board entered executive session for personnel under SDCL 1-25-2(3) at 11:00 a.m. and exited at 11:10 a.m.
The board adjourned at 12:26 p.m.; the next regular meeting is scheduled for May 13, 2025.
