Union County commissioners approve licenses, contracts, hires and contingency transfer

The Union County Board of Commissioners handled routine business and several administrative actions during its May 13, 2025 meeting in Elk Point.
Licenses and contracts: Commissioners approved annual malt beverage license renewals for Dakota Dunes Country Club; TR Golf LLC (Two Rivers Golf Course); H&H Enterprises dba Coffee Cup Fuel Stop #6; Adele’s Cat LLC; DDH LLC dba Holiday Inn Express & Suites; Cup of Joy LLC; and Becker Investments LLC dba Park Jefferson Speedway. The board also approved a three-year HVAC control and maintenance contract with Honeywell and authorized Professional Services Agreement 64-032-070 with Ulteig Operations, LLC for highway-related services.
Events and permits: The board approved an application to occupy right-of-way for the Sue Luft Memorial Road Race/Walk scheduled for July 12, 2025.
Personnel: The commissioners approved hires: Samuel Larson as part-time jailer and Bradley Hines as full-time jailer (both starting May 1 at $20.25 per hour). They accepted resignations from Deputy Hannah Keatts (effective April 29) and part-time jailer Hannah Dreezen (effective May 27) and later approved hiring Hannah Keatts as a dispatcher effective May 8 at $19.92 per hour. The board thanked departing employees for their service.
Finance and transfers: Commissioners approved a contingency transfer of $29,035.27 from Homeland Security grant funds to the Public Building budget to cover newly installed courthouse door locks. The board audited and approved payroll and vendor claims (payroll for 5/16/2025: $101,152.26 and numerous vendor warrants listed in the record). Auditor Katie Winquist reported the county’s April 30, 2025 treasury balances, including total deposits of $15,853,557.41, investments of $13,908,239.93 and a combined total of $30,923,554.23 across all county-administered funds.
Executive session and other business: The board held two executive sessions for personnel matters under SDCL provisions and conducted a first reading of an ordinance to regulate motorized scooters and other personal transport vehicles within the Dakota Dunes Community Improvement District; that first reading carried. The meeting adjourned at 12:05 p.m. and is scheduled to reconvene May 27, 2025.
