Union County commissioners approve claims, payroll, highway permits and easements; staff hires and abatements cleared

ELK POINT, S.D. — The Union County Board of Commissioners on July 8 approved audited claims and payroll, several highway permits and voluntary right-of-way donations tied to a state bridge-replacement project, and a set of property tax abatements.
The board, with Commissioners Dailey, Ballard, Kimmel and Ustad present (Commissioner Joffer absent), approved the agenda and minutes for the June 24 meeting. Auditor’s records presented totals showing $3,717,793.14 in bank deposits, $13,995,830.37 in investments and a total of $17,800,911.49 across all county-administered funds, a county note states.
Commissioners carried a motion to accept the resignation of Myien House and thanked him for his service. The board also approved hiring Legal Assistant Jaylee Reed, effective July 7, at $20.49 per hour.
The board approved an indigent burial payment of $2,000 for case 25IRR-008 and carried motions to approve audited claims and payroll, including CH payroll of $171,398.52 and BW payroll of $104,801.47. The minutes list vendor payments and claims including Myrl & Roys Paving for $66,549.09 and Fall Line Forensics LLC for $14,726.39; the board voted to authorize the claims as presented.
On highway business, the commission approved a Union County Highway Department permit for South Lincoln Rural Water to bore under County Road 15 using a 3-inch casing with a 1.5-inch carrier, and a permit for Southeastern Electric to bore under County Road 12 with 2-inch innerduct and 4/0 120/240-volt triplex. The board also approved two AGREEMENT FOR VOLUNTARY RIGHT OF WAY DONATION motions related to Project BRF 6372(00)25-5 (aka 64-042-050 BIG Replacement Grant) accepting specified temporary and perpetual easements and recording acreage for the Lerseth parcels.
The commission approved veteran abatements 2025-076 and 2025-083, elderly abatement 2025-082, and flood abatements 2025-077 through 2025-081.
Tom and Patrica Carlson met with the board and Planning & Zoning Henze and were advised of next steps to obtain a building permit. Dale Harkness of the Union County Historical Society presented a request for a donation for the 2026 budget; the minutes record the request but do not note a funding decision.
The board adjourned at 11:39 a.m. and set the next meeting for July 22, 2025.
