Township approves Melostone subdivision, trims oil-and-chip roads and clears routine items

Planning: The board granted conditional approval for the Melostone Estates minor subdivision on Riverview Drive after the applicant and township engineer agreed on a minor drafting change and waivers. Township Engineer Mike Muffley said he saw "no evidence of wetlands" on the site and supported a waiver of SALDO §147-9.A.5 and deferrals on stormwater and soil-erosion requirements until building-permit submission; the conditional approval is subject to the Planning Commission letter dated June 20, 2025 and the Engineer’s June 5, 2025 comments.
Roadwork: Public Works foreman Frank Zamadics told the board only one oil-and-chip bid was received and that the total exceeded the projected budget. To bring the project within budget, Zamadics recommended removing Municipal Road, Cork Road and Pear Road from the contract; the board voted to award the adjusted contract to Asphalt Maintenance Supply. Supervisors discussed Timberline Road’s pipe needs and noted a pending CDBG grant application for road funding.
Public safety and services: Sergeant John Henry reported 493 calls in June and five arrests; the department applied for a COPS hiring grant to the Department of Justice and is accepting applications through July 25 for a replacement officer. The board approved adding "soak downs"—fire-company actions conducted during extreme heat conditions—to the list of approved activities provided the Fire Company notifies the Manager; supervisors emphasized participation is at firefighters’ own risk. The Fire Company also reported the new ladder truck is expected before year-end and that proceeds from sale of the old truck would return to the fire equipment fund.
Other items: The board discussed notifying neighbors when County repository properties are offered for sale and heard an update that Poplar Drive Solar LLC withdrew an appeal after a zoning denial (reported by the solicitor). Public comments raised runoff and siltation concerns from Top of the Mountain Estates; the engineer will investigate.
