Supervisor Cindy Miller said a consultant is needed to produce an actionable plan and to support grant applications; the 2025 budget includes $50,000 for consultant work. Recreation members urged starting with immediate needs (for example addressing water problems at the Danielsville tennis courts) rather than long‑range 'dream' plans. Several supervisors said a clear scope of work and prioritized needs list should precede any RFP.
Developer Phil Gogel (Jaindl) told the board he could advance engineering and planning services as part of the Jaindl development agreements and offered to provide some professional support pro bono or in‑kind; supervisors noted any Jaindl work would be tied to the developer’s agreements and that some funds or services under Jaindl would not be available until development proceeds. The board agreed to pull the Jaindl agreements for review, ask the Recreation Board to outline needs and to return to the item with a proposed scope before issuing an RFP.
The matter was tabled for future action pending clarified scope, Recreation Board input and review of existing agreements.
