The Union County Board of Commissioners on Nov. 12 adopted Ordinance No. UCC 2025-004 to rezone portions of Rancho Pacifica from Agricultural to a Planned Development District.
Planning and Zoning Director Henze conducted the second reading and told commissioners the Planning and Zoning Board had approved the change and recommended forwarding it to the county commission. Commissioner Dailey moved to adopt the ordinance; Commissioner Ballard seconded the motion. Commissioners voted unanimously to approve the rezoning.
The ordinance describes the rezoned property as the SE1/4 SE1/4 of Section 21-89-48 and a portion of the SW1/4 SW1/4 of Section 22-89-48 in Union County. The Planning Director is authorized to enter the change on the official zoning map upon adoption. The ordinance record lists a first reading on Oct. 16, 2025, a second reading and adoption on Nov. 12, 2025, publication scheduled for Nov. 20, 2025 and an effective date of Dec. 20, 2025.
Planning and zoning changes to a Planned Development District allow the county and developer to set project-specific standards and conditions rather than rely solely on underlying agricultural zoning. The record in the meeting minutes shows no amendments to the ordinance during the Nov. 12 session and no separate votes recorded beyond the motion to adopt.
The commission did not record a roll-call tally in the minutes beyond noting the motion carried unanimously. No appeals, public objections, or conditions tied to the rezoning were recorded in the minutes for Nov. 12, 2025.
