Union County approves juvenile detention rates, USGS river-gauging contract and highway certifications; declines Dakota Dunes speed-limit change

The Union County Board of Commissioners on Dec. 23, 2025 approved several intergovernmental agreements and highway project certifications, and declined to adopt a proposed Dakota Dunes speed-limit ordinance.
The board authorized the chairman to sign a 2026 agreement with the Minnehaha County Juvenile Detention Center, which sets new rates of $522.02 per day for the Juvenile Detention Center and $309 per day for the LSS placement. The motion to authorize that agreement was made by Dailey and seconded by Ballard and recorded as carried.
In other intergovernmental business, by motion of Dailey seconded by Ustad the board approved an agreement with the U.S. Geological Survey Dakota Water Science Center covering Oct. 1, 2025 through Sept. 30, 2026 for $41,180 to support river meters on the Big Sioux River in Union County.
On highway business the board certified that it had acquired necessary right-of-way and temporary construction easements and approved a utilities certificate for BRO 8064(00)24-5 PCN 09RV 64-080-034, noting contacted utilities. The board approved Change Order No. 1 for Structure 64-042-050, increasing the original contract from $274,710.20 to $304,330.20 (a $29,620 increase) due to subgrade stabilization after a spring undermined the roadway embankment; the board also approved Application for Payment 1 to Persing Excavating in the amount of $196,042.30.
The board voted not to adopt the proposed Dakota Dunes speed-limit ordinance, citing that the community improvement district (CID) board was considering a different direction; that motion (to not adopt) was made by Dailey and seconded by Ballard and carried.
