Union County approves bridge contracts well under engineer estimates and joins SDDOT bridge reinspection program

At its Feb. 3, 2026 meeting, the Union County Board of Commissioners approved two Notices of Award for bridge structure replacements and adopted a resolution to participate in the South Dakota Department of Transportation (SDDOT) Bridge Inspection Program.
The board awarded BRO 8064(00)24-5 (Structure No. 64-080-034) to Katzer Concrete Inc. The engineers estimate for the project was $707,813.61; Katzers successful bid was $451,779.75. The board also awarded BRO 8064(00)24-4 (Structure No. 64060-137) to Nolz Dragline and Construction Inc.; the engineers estimate was $806,069.87 and the successful bid was $513,988.16. Both awards were approved by motion and carried.
Separately, the board passed a resolution to participate in the Bridge Inspection Program required by federal regulation (23 CFR 650 Subpart C). The county requested that SDDOT hire Ulteig Operations, LLC to perform inspection services; SDDOT will secure federal approvals, pay the consulting engineer, and bill the county for 20% of the inspection costs. The resolution notes that the county will be responsible for the required 20% matching funds.
The meeting also approved voluntary right-of-way donations related to the projects (property owners Thomas G. and Wendy C. Twedt and Julie Nielson) and approved permits submitted by Clay-Union Electric to place overhead lines underground and cross county highways at several listed locations. The minutes include engineer estimates, bid amounts, and the named successful bidders for transparency.
