District proposes closing Kelloggsville Virtual School at end of 2023–24 school year

Jeff Owen, the district’s director of instruction, told the board that administration is proposing to close the Kelloggsville Virtual School (KVS) at the end of the 2023–24 school year because of projected budget deficits, program costs, staffing challenges and concerns about long‑term sustainability.
Owen said the district has evaluated alternative virtual delivery options that are more cost‑effective, including Edmentum (which two Kelloggsville students are currently attending), EdOptions Academy and APEX Learning Virtual Academy. He said administrators would consider contracting with an external vendor while assigning a Kelloggsville Public Schools staff member to regularly monitor and check in with students to support success.
Administration also said it would attempt to place current KVS staff in similar roles within the district with renewed contracts where possible. The proposal was placed on the district’s March 25 agenda as a consent item for board consideration; no final board action on closure was recorded in the March 11 minutes.
The presentation framed the proposal as part of Instruction Goal #5 and emphasized budgetary sustainability as the primary rationale.
