Charles Mix County commissioners approve highway 5‑year plan, plat and township payment; audit shows $6.78M balance

The Charles Mix County Board of Commissioners met in regular session Oct. 10, 2024, at the County Highway Shop in Lake Andes. Vice Chairman Colin Soukup opened the meeting at 10:00 a.m.; Chairman Keith Mushitz was listed as absent.
On a motion by Commissioner Nick Stotz and a second by Vice Chairman Colin Soukup, the board approved the meeting agenda and minutes from the Sept. 26, 2024 regular meeting. The board then approved the bills presented for payment.
Auditor Jason Gant presented the Auditor's Account with Treasurer for the month ending Sept. 30, 2024, reporting total deposits, cash and checks of $6,783,469.73. The Treasurer's report showed a beginning balance of $7,331,085.46, revenue of $835,340.59, expenses of $1,382,956.32, and an ending balance of $6,783,469.73. On a motion by Stotz, seconded by Soukup, the board accepted both reports.
The Register of Deeds statement of fees for September—$6,652.00—was presented and approved.
The board approved the plat "Albert's 2nd Addition," which includes Lot 1072 and portions of Lots 1071, 1077, 1078 and 1094 in Section 14, T93N, R62W (Rouse Township) near 402nd Avenue and 311th Street in Charles Mix County. The motion to approve the plat was moved by Stotz and seconded by Soukup; the minutes record "All in favor, motion carried."
Highway Superintendent Cimpl reviewed operations including the Geddes shop condition, completion of striping, an insurance claim at the Platte shop, equipment budgeting and FEMA matters; discussion was informational and no formal action was taken. Separately, the board approved payment to Lone Tree Township for $7,143.78 for additional RAIF‑qualified expenses on a motion by Stotz and second by Soukup.
Commissioner Stotz moved and Vice Chairman Soukup seconded adoption of the Highway Department's 5‑Year Plan; the board approved the plan as presented.
Director of Equalization Denise Weber briefed the board on parcel sales data, mobile home title transfers and assessment treatment for storage containers; the commission agreed to follow the Office of Hearing Examiners' determination on how to assess storage containers. State's Attorney Steve Cotton reported receipt of a payment tied to the juvenile justice diversion program.
Auditor Gant reviewed election preparations: 226 ballots had been mailed and 121 ballots had been returned as of Oct. 9, 2024. He also noted the office is considering a cell‑phone policy, acknowledged a thank‑you from the Boys & Girls Club, and updated the board on travel reimbursements and an ongoing election‑related lawsuit; no board action was recorded on those items.
The board entered executive session at 11:18 a.m. to discuss personnel under SDCL 1‑25‑2, with State's Attorney Cotton and Auditor Gant present. The executive session ended at 11:28 a.m. with no action taken.
The board set upcoming meetings for Oct. 24 at the Geddes Highway Shop and Nov. 7 at the courthouse, then adjourned at 11:29 a.m.
