Charles Mix County commissioners approve plats, drainage permits, liquor-license renewals and county contracts; auditor reports election mailings

At its Oct. 24 meeting in Geddes the Charles Mix County Board of Commissioners approved two plats, two drainage permits, seven liquor-license renewals and several contracts and payments, and Auditor Jason Gant reported 416 ballots mailed and 329 returned as of Oct. 23, 2024.
The Charles Mix County Board of Commissioners on Oct. 24 in Geddes approved a string of routine land and administrative actions and heard an update from the county auditor on the upcoming general election.
Chairman Keith Mushitz opened the meeting at 10:00 a.m. and the board quickly approved the agenda, the Oct. 10 minutes and the bills for Oct. 24 after motions by Commissioner Nick Stotz and a second by Vice Chairman Colin Soukup; the motions were carried "all in favor." The meeting followed an open house held from 9 to 10 a.m. for the county's new Highway Shop.
In formal actions, the board approved two plats: Laska's Addition (NE¼ of the SE¼ of Section 32, White Swan Township) and PNB Tract 1 (SW¼ of the SW¼ of Section 8, Kennedy Township). After a public hearing with no protests, the board also approved Drainage Permit 2024-04 (applicant David Scott, E½ Section 35, Rhoda Township) and Drainage Permit 2024-05 (applicant Terry Hochhalter, S½ SW¼ Section 20, Howard Township).
Auditor Jason Gant presented seven of 10 alcoholic-beverage-license renewal applications effective Jan. 1, 2025; the board approved renewals for American Wingshooting Lodge (Platte), Choteau Creek Brewing Company (Wagner, two listings), Ft. Randall Casino (Lake Andes), Full Choke Lodge (Ravinia), Hidden Gem & Pad 71 (Wagner) and Platte Creek Store (Platte).
On infrastructure matters, Highway Superintendent Cimpl reviewed the new Geddes shop, the D-ware software and FEMA-related items. The board approved payment to Lone Tree Township of $26,713.67 for additional RAIF-qualified expenses and approved an agreement with Greenwood HBI to install a permanent pipe beneath the intersection of 401st Avenue and 288th Street.
Auditor Gant presented and the board approved a Law Enforcement Dispatch Agreement with the Wagner Police Department for dispatch services. The board also approved renewing the debris-disposal-site permit near the Wagner Highway Shop with the South Dakota Department of Agriculture and Natural Resources and changed the site classification from Type III to Type IV.
The board voted to close the courthouse on Monday, Dec. 23 and Tuesday, Dec. 24, 2024, reflecting a statewide office closure on those dates. The board entered an executive session at 11:04 a.m. under SDCL 1-25-2 to discuss personnel with State's Attorney Steve Cotton, Superintendent Cimpl and Auditor Gant present; the session ended at 11:24 a.m. with no action taken and Superintendent Cimpl said he would follow up with employees about county equipment.
In his auditor's report, Jason Gant said 416 ballots had been mailed for the general election and 329 had been received as of Oct. 23, 2024. Gant also briefed the board on a cell-phone policy, a potential quorum on election night, an open-meetings letter, snow-plowing plans around county buildings, an insurance claim for flooding in the courthouse basement and an ongoing election-related lawsuit; the board took no action on these items.
The board set its next regular meetings for 10:00 a.m. Nov. 7 and Nov. 21, 2024, at the Charles Mix County Courthouse and adjourned at 11:37 a.m.
