Charles Mix County certifies Nov. 5 election, schedules post-election audit; approves plats and routine county business

The Charles Mix County Board of Commissioners on Nov. 7 certified the results of the Nov. 5 general election and scheduled a post-election audit, while approving multiple land plats, two alcoholic beverage license renewals and routine financial reports.
As county canvassers, the board approved a motion by Vice Chairman Colin Soukup, seconded by Commissioner Nick Stotz, certifying the county’s official abstract of votes for the Nov. 5 General Election. Auditor Jason Gant conducted the random draw required by state law, selecting Precinct 13 (76 ballots) and Precinct 12 (100 ballots) for audit; the drawn contests were the State Senate race and Initiated Measure 28. The board, on a motion by Commissioner Stotz and second by Vice Chairman Soukup, scheduled the post-election audit for 10 a.m. on Nov. 14, to proceed only if no recount is requested; a recount would cancel the audit under SDCL 12-17B-24.
Gant also reported absentee and turnout figures: 662 absentee ballots mailed, 616 absentee ballots returned, and 3,672 ballots cast on Election Day, yielding overall turnout of about 67.5 percent. Gant said the election process “went very well” and noted the county needs a formal cell-phone policy; the board took no action on that item during the meeting.
The board approved several land plats by separate motions, including Tracts 2 and 3 of Vanderheiden’s Addition (Platte Township), Tract 1 of Lot 4 and Tract A in Honke Addition (White Swan Township), multiple Andersh tracts in Lone Tree and Choteau Creek Townships, and Weber Tract 1 (Goose Lake Township). Each plat was moved, seconded and carried unanimously.
At a public drainage hearing with no protests, the board approved Drainage Permit 2024-06 for Ron Ringling covering the NE 1/4 of Section 18 in Signal Township near 363rd Avenue and 281st Street.
Auditor Jason Gant presented two remaining alcoholic beverage license renewals effective Jan. 1, 2025; the board approved applications for Dock 44 Marina and the Dollar General store in Platte.
Vice Chairman Soukup moved and Commissioner Stotz seconded approval of the county’s insurance renewal with the South Dakota Public Assurance Alliance and to double the courthouse valuation; the motion carried.
The board received routine financial reports: Auditor Gant presented the Auditor’s Account with Treasurer showing total county deposits and balances of $11,392,859.11 for the month ending Oct. 31; the Treasurer’s report reflected the same ending balance after reported revenues and expenses. The meeting minutes include a detailed claims ledger and payroll distributions across county funds totaling $360,636.31.
The board entered executive session at 11:15 a.m. under SDCL 1-25-2 to discuss personnel matters with State’s Attorney Steve Cotton and Auditor Gant present; the session ended at 11:35 a.m. with no action taken. The meeting adjourned at 11:36 a.m.; the board’s next regular meetings are scheduled for Nov. 21 and Dec. 12 at the courthouse.
