Commissioner James Williams presented a memorandum of understanding between Lake County, the Town of Lakeview and Lakeview RNG during the Sept. 30 work session, describing the MOU as a statement of intent rather than a binding contract. Williams said the MOU precedes a formal enterprise-zone agreement that would include tax-abatement details and noted the project anticipates phased construction and approximately $25 million in future plant additions.
Vice-Chair Barry Shullanberger asked when Lakeview RNG would provide details about production and noted the company still needed to satisfy previously discussed payments to the railroad. Williams said the enterprise-zone contract would address tax-reinstatement and related questions and that the State Department of Revenue would perform a new assessment affecting tax treatment. After discussion, Williams moved to accept the MOU; Shullanberger seconded and the board voted 3-0 in favor.
