Lake County approves winter service IGA with Town of Lakeview and transfers cemetery-area water and sewer lines

The Lake County Board of Commissioners on Oct. 15 approved two measures affecting the Town of Lakeview: a winter snow-removal intergovernmental agreement and a Bill of Sale transferring ownership of water and sewer lines installed in 2021–2022.
Interim Town Manager Stan Foster thanked Road Superintendent Kevin Hock for attending the Town Council meeting the previous evening to discuss the winter-service agreement, which the board’s packet described as a mutual benefit to both jurisdictions. Commissioner James Williams moved to ratify the agreement; Vice‑Chair Barry Shullanberger seconded and the motion carried, 3–0.
Vice‑Chair Shullanberger described the Bill of Sale for the North Water and Sewer Line Extension Project, which covered lines extending from the cemetery to the LDS Church north of Lakeview. He said the County would transfer the infrastructure to the Town with no exchange of funds and that the Town would assume responsibility for ongoing maintenance. Shullanberger moved to approve the Bill of Sale; Commissioner Williams seconded and the motion carried, 3–0.
Both items were presented as routine intergovernmental coordination: the winter-service IGA formalizes shared responsibilities for snow removal, and the Bill of Sale removes the county from ownership and maintenance obligations for the specified line extension.
