Developer granted more time for Top of the Mountain Estates; solicitor says resort land transfer ready

The Lehigh Township Board of Supervisors granted the developer for Top of the Mountain Estates an extension of time through Oct. 30, 2025, to allow the board and Hanover Engineering to complete technical reviews of a revised plan.
Brian Gasda represented the plan; the developer had received a prior Planning Commission approval about 15 years ago under a different owner but submitted a revised layout after concluding a cul‑de‑sac would be too costly. Mike Muffley said the developer eliminated two lots and removed the cul‑de‑sac after a cost‑benefit analysis. The developer plans to present the revised plan to the board on Sept. 9.
Separately, Township Solicitor David Backenstoe briefed the board on the Lehigh Valley Resort and Spa agreement and said the deed transferring township land to the Municipal Authority for plant expansion has been prepared and can be signed because the subdivision plan has been recorded. He said some items outlined in the original agreement will still be returned to the township as required by the contract.
The Planning Commission did not give a favorable recommendation for the revised Top of the Mountain plan at its prior meeting. The board accepted the extension to permit sufficient review by the board and Hanover Engineering before final action.
