Washington County commissioners approve consent agenda, budget guidelines, DSS reclassification and appointments

At the Feb. 7 meeting the Board approved routine consent items, a Department of Social Services reclassification in Permanency Planning, budget transfers and guidelines, and appointed or reappointed members to advisory boards; all recorded votes were unanimous.
The Washington County Board of Commissioners handled routine business and several personnel and budget items during its Feb. 7, 2022 meeting.
The board approved the consent agenda, which included minutes for Jan. 3 and 24, 2022, tax refunds and releases, an Emergency Management Mutual Aid Agreement, and proclamations recognizing the Senior Nutrition Program’s 50th anniversary and Black History Month. Commissioner William R. Sexton Jr. moved the consent agenda; Commissioner Carol V. Phelps seconded and the board approved it unanimously by roll-call.
Department of Social Services Director Clifton Hardison and Deputy Director Lynn Swett presented to the board. Commissioners commended DSS staff; Commissioner Ann C. Keyes moved to approve a requested reclassification in Permanency Planning and Commissioner Phelps seconded. The motion passed unanimously.
Finance Officer Missy Dixon reviewed budget transfers and amendments included in the meeting packet. Commissioners discussed inflationary effects on the budget; Dixon and County Manager/County Attorney Curtis Potter said the county’s fund balance is healthy and the department budgets appeared to be in reasonable shape. The board approved the transfers and amendments on a unanimous roll-call.
Clerk Julie J. Bennett presented recommendations for appointments and reappointments: two Senior Center Advisory Council appointments (Sharon McNair, Jean Spruill), Planning Board reappointments (Bunny Sanders, Mary Barnes), and a Trillium Advisory Board appointment (Miranda Keel replacing Kirsten Beasley). Commissioner Keyes moved to approve the slate and the motion carried unanimously.
Administrative notes: Bennett said she will attend the North Carolina Association of County Clerks annual conference in Cabarrus County March 15–18, 2022. Chair Johnson said she will attend the National Association of Counties (NACo) Legislative Conference in Washington, D.C., and is researching uniform guidance on ARPA funding.
The meeting adjourned at 7:00 PM after a unanimous roll-call vote on a motion by Commissioner Sexton.
