Commissioners approve consent agenda, budget amendments and support letter for Trillium

The Washington County Board of Commissioners approved routine business March 7, including consent agenda items and budget transfers, and took several administrative actions affecting county operations.
The consent agenda — covering minutes, tax refunds and releases, Resolution 2022-006 to increase the federal procurement policy micro-purchase threshold, and a holiday-pay personnel policy amendment — was approved on a motion by Commissioner Julius Walker, seconded by Commissioner Ann C. Keyes, with unanimous roll-call approval.
Finance Officer Missy Dixon reviewed budget transfers and amendments; Commissioner William R. Sexton Jr. moved to approve them, Commissioner Julius Walker seconded, and the board passed the motions unanimously.
Clerk Julie J. Bennett reported a new upset bid of $500,000 for the Commerce Center from Tidal Waves Industrial Laundry; the next bid opening is March 28 and would require a minimum upset bid of $525,050.
County Manager/Attorney Curtis Potter gave updates on the draft Capital Improvement Plan and recommended continuing participation in the Local Government Fellows program at an estimated cost of about $20,000 per fellow. He also discussed contingency funds for immediate repairs, citing estimates such as a $17,000 roof replacement for a county facility, $20,000–$30,000 to reconnect and extend courthouse generator electrical work, and an approximate $30,000 upgrade to a VOIP phone system. Potter noted increased vehicle costs totaling about $6,000 for sheriff vehicles and reported that MTW is moving to voluntary masking; commissioners directed staff to adopt voluntary masking consistent with MTW guidance.
Chair Tracey A. Johnson noted a request from Trillium Health Resources to support its Tailored Plan for children, young adults and family members on Medicaid who are involved in the foster-care system. Commissioner Ann C. Keyes moved to approve a letter of support; Commissioner Carol V. Phelps seconded and the motion passed unanimously.
The board later moved into closed session under NCGS §143-318.11(a)(3) and (a)(6) and adjourned at 8:15 p.m.
