Commissioners approve sale of Veteran’s Field to Pocosin Innovative Charter

The Washington County Board of Commissioners voted unanimously March 7 to approve Resolution 2022-007, authorizing the sale of a 9.4± acre county-owned parcel at 508 North First St. in Creswell (known as Veteran’s Field) to Pocosin Innovative Charter for $48,264.34.
County Manager and County Attorney Curtis Potter presented the terms of the sale, which include a restrictive covenant requiring the property be used for recreational purposes, a county right of first refusal on any future sale by Pocosin Innovative Charter, and a non-discrimination clause. Potter said staff advertised the initial offer and received no upset bids during the required period.
Commissioner Carol V. Phelps moved approval of Resolution 2022-007; Commissioner Ann C. Keyes seconded. Chair Tracey A. Johnson called the roll: Commissioners Sexton, Phelps, Keyes, Walker and Johnson all voted yea.
The board first opened a public hearing on the proposed sale at the start of the meeting to allow comment and then closed the hearing before taking the resolution vote. No public upset bids were reported during the advertised period.
The sale resolution will proceed under the terms presented; future transfers by the buyer would trigger the county’s right of first refusal and the restrictive covenant will limit property uses to recreational purposes.
The board completed the vote on the resolution at the meeting and no additional action on the sale was taken that night.
