Washington County board authorizes Davenport engagement, opens FY23 budget hearing and notes expected opioid funds

The Washington County Board of Commissioners voted May 16 to approve a Davenport Financial engagement letter and authorized its execution by the County Manager or County Finance Officer.
County Manager/County Attorney Curtis Potter said the engagement would be paid from Fund 21. Commissioner Ann C. Keyes moved to approve the engagement; Commissioner Carol V. Phelps seconded and the motion carried unanimously.
The board opened a public hearing on the Washington County FY23 Budget Recommendation; no members of the public signed up to speak. Potter told commissioners Finance has begun coding the recommended budget and flagged a $300 revenue overstatement in the landfill fund. He also said the county expects opioid settlement funds—possibly about $18,000—soon and that he plans to bring a project ordinance to the June 6 meeting to receive and spend those funds.
Vice-Chair Julius Walker thanked EMS staff during the meeting, noting the commissioners ‘‘really appreciate our EMS Staff.’’ Potter reported that the Commerce Building received a final bid of $552,000 from Triple Waves and that the bidder will attend the June 6 meeting to explain plans and employee numbers. The Planning Board will meet May 19 in Creswell to focus on FEMA flood maps. Commissioner Ann C. Keyes reviewed polling-place locations for the next day’s election.
Clerk to the Board Julie J. Bennett announced she received her Master Municipal Clerk designation from the International Institute of Municipal Clerks, the highest designation for municipal clerks; she had earned the Certified Municipal Clerk designation in 2012. Bennett also noted new county lapel pins that will be distributed at the next meeting.
Commissioner Keyes moved to enter closed session under NCGS §143-318.11(a)(6) for personnel matters; the motion was seconded by Commissioner Sexton and passed unanimously. After returning to open session, the board adjourned at 6:50 PM.
