Commissioners deny Centennial Housing tax-exempt request, approve CROSS Coalition late application

The Washington County Board of Commissioners, meeting May 16 and sitting as the Board of Equalization and Review, approved a late exemption application from CROSS Coalition LTD and denied a late application from Centennial Housing Community Services.
Tax Administrator Sherri Wilkins told the board she received two late appeals included in the agenda packet: CROSS Coalition LTD, described as a group that helps area residents with small house repairs seeking an exemption for personal equipment, and Centennial Housing, whose filing covered land and buildings around and behind the hospital. Wilkins said Centennial’s application was submitted after the filing deadline at the end of January.
Commissioner William R. “Bill” Sexton, Jr. asked whether the hospital’s tax-exempt status had always been in place; County Manager/County Attorney Curtis Potter said it had not always been exempt and that he did not know whether all property had been conveyed from Affinity to Centennial. Sexton remarked that part of the reason for selling the hospital was to be able to receive personal property tax from a buyer.
Sexton moved to approve CROSS Coalition LTD’s 2022 late application, a motion seconded by Commissioner Ann C. Keyes; the board voted unanimously in favor (Commissioners Julius Walker Jr., Ann C. Keyes, Carol V. Phelps, William R. “Bill” Sexton, Jr.). Sexton then moved to disapprove Centennial Housing Community Services’ 2022 late application; Commissioner Phelps seconded and the motion carried unanimously.
After the votes the board recessed the Board of Equalization and Review until June 6, 2022 at 6:00 PM in the Cooperative Extension Conference Room, 128 E. Water Street, Plymouth, with a virtual Zoom option livestreamed on the county’s Facebook page.
The BOER actions affect the county’s tax roll for the year under appeal; the board did not provide detailed dollar amounts at the May 16 meeting. Tax Administrator Wilkins said she would provide the specific amounts owed by Centennial Housing to the board at a later time.
