The Washington County Board of Commissioners approved establishing a Senior Project Manager position in the County Manager’s Office and authorized the County Manager to fill the role with the county’s current LNCF, Richard Livingston.
The action followed a closed-session discussion under North Carolina statutes for attorney‑client privilege and personnel. Commissioner William R. "Bill" Sexton Jr. made the motion to establish the position at grade 20 and to authorize the County Manager to fill it with the current LNCF; Commissioner Carol V. Phelps seconded and the motion carried unanimously.
Earlier in the meeting Public Utilities Director Doremus Luton and Water Plant Operator Lee Sasser briefed the Board on water operations. Sasser said the county does not treat for calcium—identified as originating in the Castle Haynes aquifer—meaning residents experience calcium buildup that can shorten hot‑water‑heater elements; the county uses automatic flushing valves and conducts lead/copper sampling. County Manager Curtis Potter noted about $0.5 million in utility projects in the budget using ARP funds and that the county serves approximately 2,680 utility customers.
The Board also discussed coordination with Washington County Schools about an Early College site and possible joint meetings to address funding shortfalls; Golden Leaf staff are scheduled to visit to discuss potential funding opportunities. Clerk Julie J. Bennett reported research that Centennial Housing did not file the required exemption request before the deadline under GS 105-278.8 and therefore was not granted a tax exemption.
