Washington County adopts FY23 budget ordinance, approves budget amendments

Washington County commissioners adopted the county’s fiscal year 2023 budget ordinance and approved related budget amendments at their June 6 meeting.
County Manager and Budget Officer Curtis Potter reviewed key administrative changes in the ordinance, including raising the purchase order threshold from $500 to $999.99 and authorizing the Budget Officer/County Manager to allow the Finance Officer to make minor changes to purchase orders already signed by the County Manager. Chair Tracey A. Johnson asked about EMS billing and reimbursements from the North Carolina Association of County Commissioners; Finance Officer Missy Dixon said partial filings may occur.
Commissioner William R. "Bill" Sexton Jr. moved to approve the FY23 Budget Ordinance; Commissioner Ann C. Keyes seconded and the motion carried unanimously. Later in the meeting, Commissioner Sexton moved to approve the budget amendments and transfers presented by the finance office; Commissioner Julius Walker Jr. seconded and that motion also passed unanimously.
Finance Officer Missy Dixon provided supplemental figures: the county received a $418,997 Medicaid cost refund for 2020 and $2,000,013 in total since the program’s inception; the debt set-off for 2021 was $39,208, with $1,107,000 recovered overall since the county began participating in the program.
The board recorded no roll-call tallies in the transcript; actions were recorded as "motion carried unanimously." The budget ordinance was approved as presented, and staff will implement the administrative changes described by the county manager.
