Board approves consent agenda, budget amendments and appointment; hears health update and public comment

The Washington County Board of Commissioners on Aug. 1 approved a consent agenda that included minutes, tax refunds and releases, Resolution 2022‑025 supporting display of the U.S. Motto, Resolution 2022‑026 (MOA with Pettigrew Regional Library), a motorsports grant agreement and Resolution 2022‑028 on scrap tires.
Commissioner Ann Keyes moved to approve the consent agenda; Commissioner Carol Phelps seconded and the motion carried unanimously. The Board also approved the reappointment of Tim Spear to the Washington County ABC Board for a three‑year term after a motion by Commissioner Phelps and a second from Commissioner Sexton.
Finance Officer Missy Dixon briefed the Board that budget transfers, budget amendments and the financial report were included in the Commissioners’ packet. Commissioner Bill Sexton moved to approve the transfers and amendments; Commissioner Keyes seconded and the motion carried unanimously.
During public comment, resident Lloyd Jones of Roper urged the county and DOT to improve roadside mowing practices, saying crews leave clippings on the road and suggesting mowers use a sweeper. County staff noted complaints about missed trash pickups and a Republic Services driver shortage; representatives from Republic Services were slated to appear on the October agenda.
Martin‑Tyrrell‑Washington (MTW) Health Department Director Wes Gray told the board that COVID cases peaked in May and June, that MTW lists testing sites and schedules on its website, and that the statewide focus is currently on vaccinating children "6 months and older." He also said monkeypox cases have been reported in other counties.
County Manager and County Attorney Curtis Potter provided several operational updates: the Clerk of Court’s request regarding a potential grand jury room if 911 relocates to a new multi‑purpose building at the airport; an upcoming Agape grand opening Aug. 11 that some commissioners will miss due to the NCACC annual conference; and an update that a small plane landed on Hwy 64 earlier the same day and was removed from the roadway.
The Board entered a closed session under NCGS §143‑318.11(a)(3) (attorney‑client privilege) and §143‑318.11(a)(6) (personnel). After returning to open session the Board moved to submit John Spruill’s name to the Coastal Resources Advisory Council (CRAC) and then adjourned by unanimous vote.
