Charlotte County work session includes requests for nonprofits, library upgrades and a partial pay supplement for an assistant commonwealth’s attorney

At the March 4 Charlotte County Board of Supervisors work session several nonprofit and departmental presenters outlined funding needs for FY25 and the Board recorded preliminary decisions on some items.
Justine Young of Piedmont Senior Resources asked for $17,275 (a $673 increase) and said the organization has seen a 178% increase in growth, has reduced government funding to under 75% through fundraising and grants, and needs a 10% local match on grants. The Board took the request under consideration for the proposed budget.
Shawn Rozier, speaking for STEPS and Madeline's House, said STEPS now owns and has repaired Madeline's House and hopes to open the shelter by July; STEPS requested $5,500 to support operations and sought level funding of $23,000 for its programs. The Board asked staff to include the $5,500 request in the proposed budget; STEPS later retracted a request for rent reduction at the Early Learning Center.
Piedmont Habitat for Humanity requested $5,000 to support repair work and homebuilding operations; Habitat said it plans five builds in Keysville in 2024 and owns lots in Keysville and Charlotte Court House.
Library Director Maggie Allbee requested $18,000 for computer upgrades, saying library internet and computer access are among the most used citizen services for job applications and other needs.
Commonwealth Attorney William Green requested a $15,000 increase for Assistant Commonwealth Attorney Leslie Schneider to align pay with surrounding counties and spoke in support of her record; the Board approved a $7,500 increase (the amount recommended by the compensation study), not the full $15,000 requested. General District and J&D Courts each requested $3,000 supplements for state positions; the Board denied those requests in the proposed budget. The Board also asked staff to include modest additional allocations: $5,000 each for volunteer fire departments, $500 for Brain Injury Solutions, and funding for two additional road deputies with a net impact of about $65,000, to be addressed in the FY25 proposed budget.
These were preliminary budget directions and inclusions for the proposed budget; no final appropriations were made during the work session.
