County updates: Salem School preservation endorsed; RiverStreet reports broadband progress; Tri-County services noted

Salem School: The board adopted a resolution endorsing the Salem School Preservation Committee’s effort to stabilize and reuse the Rosenwald-era Salem School in Red Oak. The resolution notes the building’s listing on the Virginia Landmarks Register and the National Register of Historic Places and supports the committee’s goals of historic preservation, programming for seniors and mentoring for students.
RiverStreet broadband progress: Rob Taylor, representing RiverStreet, reported construction milestones and projected timelines for three serving areas: - Phenix serving area: 200.28 of 252 miles installed; 2,027 locations to pass; 1,927 locations passed; 700 addresses currently have FTTH access; 51 orders submitted; 11 installed; projected construction finish Q2 2024. - Wylliesburg serving area: 198 project cable miles; 5 miles installed so far; 1,752 serviceable addresses; remote building set March 8; customer installations anticipated beginning Q2 2024; projected finish Q4 2024. - Charlotte Court House (David Bruce) serving area: 162 project cable miles; 2,553 serviceable addresses; remote building set April 16, 2024; construction start estimated Q2 2024; customer activations beginning Q3 2024; projected finish Q4 2024. Supervisor Hazel Bowman Smith raised concerns about missing coverage in parts of her district and asked RiverStreet to follow up; Taylor offered to review specific addresses via email or phone.
Tri-County services and community events: Catherine Maloney, Tri-County chief financial officer, said the agency’s Charlotte County office is open multiple days weekly and highlighted services including free tax preparation, supportive housing and a new Infant and Maternal Health Coalition initiative responding to a nearby hospital’s labor-and-delivery service changes. She said Tri-County received a clean audit and announced a workshop and baby-shower event for expecting mothers on April 18.
Other actions and administrative business: The board approved gateway entrance-sign placements and specifications after a Purchasing Agent presentation; approved FY2024 invoices for $868,788.26 and post‑February invoices of $19,164.74; and directed staff to place a CCRS "fully staffed" item on an upcoming oversight-committee agenda after supervisors raised EMS coverage concerns.
