Charlotte County sets Mossingford Bridge and Double Bridges Road as top VDOT priorities

Charlotte County supervisors used a March 13, 2024 work session with Virginia Department of Transportation (VDOT) staff to identify local priorities for the Commonwealth Transportation Board’s Six‑Year Plan, singling out Mossingford Bridge and Double Bridges Road as the county’s top two projects.
VDOT representatives William King and Brian Lokker attended the work session to explain the county’s role in ranking priorities. Supervisor Derek Toombs said Double Bridges Road has become a heavily used detour carrying hundreds of vehicles daily; he said loose gravel has caused trucks to run off the road and that local businesses in Drakes Branch have lost convenient access. Lokker said VDOT has condensed the Mossingford Bridge timeline as much as state law allows and currently projects completion in November–December 2027.
Supervisors raised several other local needs for inclusion in the plan: Supervisor Walter T. Bailey asked that Fernando Road (off Midway Road) be paved to reduce dust; Bailey also cited Route 666 (Vincent Store Road) in Phenix, where a growing sawmill and a feed business have increased large‑truck traffic and the county expects additional businesses near Route 47. Walker suggested VDOT perform traffic counts to document changes.
Supervisor Noah Davis requested repairs for deep potholes on Proctor Street, New York Avenue and Marshall Street. Supervisor Henry Carwile asked VDOT to examine Wards Mill Road (Route 661), a narrow route with heavy truck use; Lokker said the county may pursue a 'no through trucks' restriction. Supervisor Hazel Bowman Smith requested Elam Road be moved up the priority list because the Mecklenburg County side is paved and the Charlotte side drops to gravel. Supervisor Robert L. Shook, Jr. reported a culvert failure at the Route 652/680 intersection caused by detour traffic and asked that VDOT finish paving June Lane after a resident reported basement flooding from runoff at the pavement edge.
VDOT staff will use the board’s priorities and requests when finalizing Charlotte County’s submission for the Six‑Year Plan.
