Llano County approves travel rate, IT policy, transit transfer to CARTS and multiple plats; one personnel proposal fails

Key motions that passed included adoption of the state travel rate at $0.70 per mile (effective Jan. 1, 2025) and integration of the Information Technology Policy (1C‑3 through 1C‑14) into the county personnel policy with edits to remove the phrase "offensive material." Commissioner Linda Raschke moved both measures; each passed unanimously.
The court also adopted a 2025 resolution establishing the Llano County Investment Policy and appointing the County Investment Officer and Investment Evaluation Committee. That resolution passed on a 4–0 vote with Commissioner Peter Jones recorded as abstaining.
Commissioners accepted a donation from the Capital Area Council of Governments consisting of 36 Community Emergency Response Team jackets and 73 T‑shirts for distribution to Llano County CERT members. The court approved an interlocal agreement transferring rural transit services from the Hill Country Transit District (HCTD) to CARTS, including the transfer of buses and Llano County’s HCTD board seat effective on or before March 1, 2025.
Purchases and budget transfers approved included a G1 low‑pressure 30‑minute industrial SCBA for the jail ($2,813.95), three iPads for Building & Maintenance (not to exceed $1,000 total), county‑issued phones in place of allowances for two constables (estimated $40/month each), and a $6,992.69 transfer from cost overruns to capital outlay for Stalker radar equipment for Constable Precinct 3. The court also approved an updated Vyve contract for fiber build‑out with an increase of $184.80 per month over 72 months and approved Lake Buchanan Conservation Corp.’s dock work at Llano County Park to support an LCRA grant application.
During public hearings the court approved multiple replats and a variance: approvals included Oak Ridge Estates Lot 67‑A, Murray Nored Lots 5C & 5D and a variance for Lot 5A (garage encroachment), Deer Hills Lots 84A/85A/131A, Granite Ridge/Lighthouse Country Club plats (votes varied), Royal Oaks Estates Lots 192A & 243A, and Kingsland Estates Lots 315A & 315B. One personnel motion — to combine two part‑time court clerk positions for Justice of the Peace Precincts 1 and 4 into a single full‑time shared clerk — failed on a 1–4 vote.
Votes at a glance: the investment policy resolution passed 4–0 with one abstention (Commissioner Jones); the JP clerk combination motion failed 1–4; several plats passed unanimously while some Granite Ridge plats recorded split votes (three ayes, two nays).
The court entered executive session at 11:08 a.m. to receive legal advice on several items, including the county hospital and related contracts, and returned to open session at 12:06 p.m. The court then unanimously authorized the county judge to negotiate a term sheet with the hospital operator and to pursue any legal remedies needed to continue or secure hospital operations. The meeting adjourned at 12:08 p.m.
