Catawba, Lincoln counties assign planning jurisdiction for Lebanon Road landfill parcel to Catawba County

The Catawba County Board of Commissioners on Oct. 6 adopted Resolution 2025-35 assigning exclusive planning and development regulation jurisdiction for parcel 367604926377 (5011 Lebanon Road, Maiden) to Catawba County under N.C.G.S. 160D-203.
Background The 13-acre property had a Land Clearing and Inert Debris (LCID) special-use permit approved by the Catawba County Board of Adjustment on Sept. 17, 2024. Following Session Law 2025-30, which adjusted the Catawba–Lincoln county line to the 2020 Census line, approximately 10 acres of the parcel remain in Catawba County and just over 3 acres moved into Lincoln County.
Why the assignment Staff and officials from both counties recommended exclusive assignment to Catawba County, with written consent from the landowner, to avoid subjecting different parts of the same parcel to two separate sets of local land-use regulations. The Board noted the LCID was not yet operational and that assigning jurisdiction to Catawba County would be consistent with the parcel's special-use permit conditions and the fact that the majority of the property remains in Catawba County.
Scope and limitations The resolution applies only to planning and development regulation functions under Chapter 160D (zoning, subdivision, site plan review, building permits and related code enforcement). The assignment does not change taxation, utility service or emergency service responsibilities.
Next steps The resolution will be recorded in the Register of Deeds and copies shared with Lincoln County, Catawba planning staff and the property owner. The Board stipulated that if the LCID special-use permit becomes invalid, the resolution terminates.
