Catawba County approves consent agenda: QRV replacement, EMS supply contract, and ambulance donation to CVCC

The Catawba County Board of Commissioners approved a multi-item consent agenda on Nov. 3 that included funding and procurement actions for emergency services and other routine matters.
The Board appropriated $90,000 in fire-district fund balance to Sherrills Ford-Terrell Fire/Rescue to replace a Quick Response Vehicle (QRV) that suffered catastrophic engine failure; the department’s remaining available fund balance after the appropriation would be approximately $438,115, staff said. County staff noted alternatives would include attempting a repair (estimated $9,500–$15,000) or foregoing replacement but that a QRV supports rapid responses where a full engine company is not required.
On procurement, county evaluators determined Bound Tree Medical, LLC was the lowest responsive and responsible bidder for 345 medical supplies and 43 pharmaceuticals required by Emergency Medical Services. The Board authorized a three-year contract (with options to renew) and a not-to-exceed threshold of $450,000 per fiscal year. Staff said bids were scored on cost, deviations and bidder responsibility; one bidder was found non-responsive for failing to provide required financial certification.
The Board also declared a 2017 Ford ambulance (VIN 1FDXE4FX4HDC56352) surplus and approved its donation to Catawba Valley Community College for EMS training; the vehicle is listed with about 267,485 miles and an estimated value of $8,500. Tax-office staff presented 106 releases totaling $5,208.07 and 66 motor-vehicle adjustments totaling $4,392.16; the Board approved those items as part of the consent package.
All consent items were approved by unanimous vote.
