The Catawba County Board of Commissioners on Nov. 17 authorized Change Order #1 for the Blackburn MSW Unit 4 Advance Site Work and Utility Relocate Project and approved a budget revision totaling $277,923 to cover additional work and materials required by a NCDEQ change in sediment basin design criteria.
Utilities and Engineering staff and HDR Engineering, the county's project engineers, told commissioners the Division of Energy, Mineral, and Land Resources revised design criteria from a 10‑year to a 25‑year storm event for erosion and sediment control, creating added scope and cost. The Board previously awarded the contract for advance site work to Mountaineer Contractors, Inc. of Kingwood, W.Va., for $2,075,883 in August 2025.
County staff said Blackburn Landfill Unit 3 Phase 2 is expected to reach capacity by spring 2030 and Unit 4 construction is scheduled to begin in August 2027. The Solid Waste Enterprise Fund will cover the change order and associated budget revision; staff emphasized that the fund is supported by landfill user fees and not general ad valorem tax dollars.
The change order and budget revision were approved as part of the consent agenda and carried unanimously.
