Catawba County OKs no-cost extension for FY2024-25 audit after federal compliance supplement delay

Catawba County commissioners on Dec. 1 approved a no-cost amendment to the county's audit contract with Martin Starnes & Associates for the fiscal year ending June 30, 2025 to accommodate a delayed federal Office of Management and Budget (OMB) 2025 Compliance Supplement.
County staff explained the federal delay affected audit testing and control protocols for federal programs; as a result, the North Carolina Local Government Commission extended audit submission deadlines for units subject to Single-Audit requirements to Feb. 12, 2026. The Board approved the contract amendment and authorized staff to submit the amended contract to the LGC.
The meeting record includes the LGC-205 Amendment to Contract to Audit Accounts and signature pages from the auditor and County leadership. County staff said they are coordinating with the auditor to complete required compliance activities once the supplement is released and are inventorying other reporting requirements that may need extensions.
Commissioner Barbara G. Beatty moved approval; the motion carried unanimously. The amended submission date is Feb. 12, 2026.
