Durham County reviews June 9 consent agenda including $637,195 emergency-operations grant and proposed New Hope tax rate

At a June 2 work session, the Durham County Board of Commissioners reviewed the consent agenda scheduled for the board’s June 9 regular meeting, including several funding and contract items that affect emergency response, elections support and county facilities.
The board noted Capital Project Amendment No. 25CPA042, which recognizes $637,195 in Community Project Grant funding for the Emergency Operations Center and Backup 911 capital project (project 47302635DC158). The board “congratulated and thanked staff” for the work on the grant, according to the minutes.
Dwane Brinson, assistant county manager, explained Budget Ordinance Amendment No. 25BCC091 related to the New Hope Fire Tax District. Brinson said the New Hope Fire Department, which is located in Orange County, serves parts of Durham County. The item proposes appropriating $10,000 of New Hope Fire Tax District fund balance for computer equipment and notes a proposed 6.41-cent tax rate for New Hope, described in the minutes as 1.5 cents above the revenue-neutral rate, to support upgrades to an outdated IT system.
Joanne Pierce, assistant county manager, said the county plans to form an Advisory Committee for Opioid Settlement Funding and anticipates the group beginning work in late summer 2025. The board requested additional language in the proposed resolution to clarify how many term appointments each person may hold on the advisory committee.
The minutes list a series of additional consent items that drew no questions at the work session: contracts for purchase and cataloging of library books (not to exceed $760,000); recognition of $35,000 in Duke Energy Carolinas "Share the Light" funds for residents in crisis energy situations; a contract with Wall Recycling, LLC for solid waste hauling; a Budget Ordinance Amendment appropriating $1,109,661 from the Durham County Fire and Rescue fund to pay the City of Durham for completion of Fire Station 18 under the June 25, 2018 intergovernmental agreement; an increase to a temporary staffing contract with Adecco; elections hardware, firmware and ballot-programming contracts and amendments with Elections Systems and Software; acquisition of a 19.37-acre conservation easement for $245,500; matching grant allocations totaling $64,564; authorization of Perkins & Will for conceptual design work related to the Shoppes of Hope Valley ($140,000); and contracting steps for a renamed Fleet Maintenance Facility capital project.
The board also reviewed contracts for county facility waste collection with Waste Industries LLC dba GFL Environmental (not to exceed $80,000) and an amendment to GFL’s curbside recycling contract for unincorporated Durham County (not to exceed $503,798.40). The minutes record that the board requested a tour of the Board of Elections.
None of the consent items were voted on at the work session; they were presented for review and scheduled for the June 9 regular session for formal action.
